By choice, the Russell Home operates without the benefits of federal, state, or local funding, the purpose being to eliminate possible restrictions that would defeat the founding principle of the Home - that acceptance be based solely on the need for the service offered. Because it is a unique facility - the only one of its kind in Central Florida - there is always a shortage of space, but no child in need is ever turned away. Referrals come from churches, doctors, police departments, and the courts for permanent, part-time or interim care.
Thus, over the years, The Russell Home has captured the interest and the support of the surrounding community. Many of the local civic organizations donate their time, efforts, various commodities, and often provide for some specific need of an individual child or the home in general. Without such assistance, many of the material needs of the children could not be met.
All funds are used directly for the care and benefit of the children. Mrs. Russell never received a salary for her work, nor does any officer or director of the Board. There are currently 21 paid employees serving as child care attendants, nurse's aides, cooks, housekeepers, and maintenance personnel, and dedicated to providing the best possible care for the children. Current average income derived on behalf of the child, constitutes about 59% of the same-period expenditures. The Russell Home relies on donations from the public for all expenses over and above such income. With the continuing need for services, and the ever-increasing cost of living, the Home will be more than ever dependent upon the generosity of the community, in continuing to serve the children in its care.
